H.R. 2401, The TRAIN Act (the Transparency in Regulatory Analysis of Impacts on the Nation Act of 2011) would establish an 11-member committee, chaired by the Department of Commerce, to analyze the impacts of a number of major Environment Protection Agency (EPA) regulations. This bill would push back against the EPA's unconstitutional, outrageous rules and regulations that raise energy prices for consumers, destroy jobs and increase our dependence on foreign sources of energy.

The EPA has failed to properly analyze the impacts of its regulations. The agency often understates the negative impact its rules will have on jobs and energy prices. This is why we need a committee whose sole purpose is to analyze the cumulative impacts of EPA regulations. The comprehensive report put out by the committee will include, but is not limited to, the EPA’s impact on jobs, consumers, small businesses, energy prices, global economic competitiveness of the U.S. and the reliability of the electric power grid. A final report on the results of the analysis is due to Congress by August 1, 2012.

The TRAIN Act would help reject the EPA's attempt to shut down coal as one key source of our energy needs. It would help to ensure that America continues to be able to use its own natural resources for energy, as opposed to relying more on foreign sources of energy. With the official unemployment rate at 9.1 percent, it’s vital to analyze the impact all of the EPA’s major regulations have on jobs and our economy.
